Pretty funny. I don't understand why they do it. Thing is the counties dictate a lot of times how your prison is to be ran. Why states allow it that way is beyond me. Clearly a med/max sec female institution doesn't need a fence. A sybolic hedge will certainly stop would be escapee's. 7 in 10 not bad at all almost 1 escapee a year. Maybe after one escapes and kills a citizen they will be fussing cuz it wasnt there

There is no barrier outside and only 7 people have bothered to run in a ten year period. Sounds like things are working out alright surprisingly. They don't need a fence a far as I see. Most of the convicts are staying there so who needs a barrier.
